No, there are no content filters by file type in Germany. Vids can get blocked on Youtube because there is an ongoing legal dispute over licensing and what Youtube ought to pay if music is used in videos. So if youtube recognizes music by artists/labels that in Germany usually collect royalties through GEMA (a performance rights and collecting organization), Youtube blocks it for Germany the same way US tv websites use geoblocking to make sure not to deliver content to markets where they gave the license to somebody else (if you are interested in details see this wikipedia article about youtube blocking in Germany).

I tried on my laptop in different browsers earlier and nothing worked, but actually when I tried again just now I could access the site (and download the vid in hi-res, so yay!). I think it must have been a temporary DNS resolution problem, i.e. for some reason the name server that was routing me just didn't know your site, and that why it didn't work for me.

And actually your vids page, when it loads for me at all, shows perfectly fine on mobile devices (on both my tablet and my smartphone) when you go to that URL directly. No frills old fashioned html is good on mobile devices (as long as there are no hardcoded tables with widths or such). The problem is that for some reason when you go to your top level entry page, mobile devices try to request a mobile site "m.gwynethr.net" that just isn't there (I don't know why that happens, my own old fashioned web site that has no mobile version doesn't have that problem). But you can get easily past that by checking "request desktop site" in the browser menu of your device though. So if anyone wants to download your vids directly to their phone or tablet from your site they can do that with just an extra ticky box in their browser menu at least on Android devices -- I've never used Apple stuff but I assume a similar option exists there.
