I would never, ever characterize White Collar as a procedural, not in the farthest reaches of the meaning of that. It's a character-based lighthearted show about a con man and an FBI agent working together. It's rarely ever about the cases but about their relationship in working them. Unfortunately, everything in this episode went against the lightheartedness and the characterization.
