The owner of the German Shepherd needs to pay for the vet bills at the very least. I don't have a problem with Shepherds that have been trained properly but I do have a problem with aggressive dog breeds that aren't properly restrained. Poor Billy. And poor you!

As an aside - I'm going to see Winter Soldier tomorrow.
