I don't know if it comes down to something as simple as people thinking Tony's "cool," Steve's "square," and therefore Tony's right? For all that Steve is actually younger than Tony, he's had experiences with government agencies that Tony can't even comprehend, so his ability to smell a rat is the Accords is something people should pay attention to.
