Using an apostrophe for plurals of acronyms or common terms composed of capital letters (CD's, DVD's, PC's) is correct in most journalism style books, and is still preferred for most sign makers. It has its roots in wire copy and headline usage, where lower case letters were not available and the pluralizing "S" had to be distinguished from the acronym/word.
